The emergency declaration signed by President Trump last week seeks to divert over $3 billion from military resources to build a proposed border wall on the southwestern border, effectively circumventing Congress to secure money that lawmakers have refused to give him.

Devani is a Substitute Teacher who came to the United States when she was 7 years old.
