Extreme Heat
Every year, extreme heat kills more Americans than floods, hurricanes, and tornados combined.
As we focus on protecting our communities from these more recognized threats, it's crucial that we also develop effective strategies and plans to safeguard our most vulnerable communities from the dangers of extreme heat. Congresswoman Garcia has become a national leader on legislation to protect our communities against the threats posed by extreme heat, while also building them to be more resilient.
- Introduced the Construction Injury Prevention Act, to protect construction workers from injuries by requiring employers to offer at least one 15-minute paid rest break every four hours of work. Texas’ 29th Congressional District leads the nation in the number of construction workers, who are in extreme danger in the heat.
- Co-led a bipartisan bill, <the Extreme Heat Emergency Act, to add extreme heat to the definition of a ‘major disaster’ under the Stafford Act.
- Original cosponsor of H.Res. 1375, a resolution to recognize the threat of extreme weather to children's health and well-being.
- Led appropriations efforts to secure federal funding to ensure that every state and territory has a dedicated Chief Heat Officer to lead heat resilience and mitigation efforts, as well as provide additional financial support to hospitals and first responders to improve how they respond to extreme heat events.
- Called for oversight of CenterPoint Energy following Hurricane Beryl, which left more than 1 million customers in the Houston region without power for days and resulted in more than a dozen confirmed heat deaths.
- Hosted a roundtable with Acting Secretary of Labor, Julie Su, to discuss the importance of a proposed OSHA heat rule, inspired by the Construction Injury Prevention Act, to protect workers.
