Congresswoman Sylvia Garcia Announces Appropriations Minibus #2 Funding Wins

WASHINGTON, DC — Today, Congresswoman Sylvia Garcia (TX-29) announced the inclusion of funding she championed in the House-passed Appropriations Minibus #2 package.
"I want to thank the members of the Appropriations Committee for recognizing and prioritizing my Appropriations requests, which will positively impact many of my constituents in the Houston region," said Congresswoman Garcia.
"I was particularly proud to lead the bipartisan request, on behalf of members of the Texas delegation, for increased funding for Head Start and Early Head Start programs. I am grateful to the Appropriations Committee for listening to me and my colleagues about the importance of Head Start and Early Head Start programs for hard-working Texas families," added Congresswoman Garcia.
Congresswoman Garcia concluded, "From infrastructure and housing to early education and higher education and funding to help minority and women small business owners, these dollars will help working families in my district and across the nation as we seek to recover from the COVID-19 health crisis."
The additional funding championed by Congresswoman Garcia includes:
Defense
- $323 million for military sexual assault prevention and response programs
- $56.2 million for the Civil Air Patrol
- $512.5 million for various Department of Defense cancer research programs
Commerce-Justice-Science
- $52 million for the Minority Business Development Agency
- $525 million for violence against women act programs
- $49 million for grants to reduce the sexual assault kit backlog
- $465 million for Legal Services Corporation, to increase the availability of legal assistance in underserved communities
- $819 million for various Aeronautics research programs at NASA
Financial Services and Federal Government
- Small business program funding, including:
- $140 million for Small Business Development Centers
- $24.5 million for Women's Business Centers
- $35 million for Microloan Technical Assistance
Labor-Health and Human Services-Education
- $10.8 billion for Head Start, an increase of $150 million above the FY
- 2020 enacted level
- $101 million for the YouthBuild program
- $750 million for the Community Services Block Grant program
- $172 million to fund the Social-Emotional Learning (SEL) Initiative
- $155 million for Hispanic Serving Institutions (HSIs)
- $1.1 billion for federal TRIO programs
- $515 million for the Corporation for Public Broadcasting (CPB)
- $209 million for substance abuse treatment and prevention programs
- $957 million for senior nutrition programs
- $101 million for teen pregnancy prevention programs
Transportation-Housing and Urban Development
- $2.2 billion for Capital Investment Grants, to continue construction and transit projects
- $60 million for housing programs for homeless veterans
- $179 million for housing programs for persons with disabilities
