House Includes Congresswoman Sylvia Garcia's Amendments and Member Designated Projects, Securing Infrastructure Funds for TX-29 in House Passage of the INVEST Act

Washington, D.C. – Today, Congresswoman Sylvia R. Garcia (TX-29) released the following statement after the U.S. House of Representatives passed her amendments and Transportation and Infrastructure projects through the historic passage of the INVEST Act, securing infrastructure funds for Texas' 29th District:

"As the INVEST Act was taking shape, I fought hard to make sure my amendments with direct impacts for our community were included. Investments that could transform the lives of all families living in my district," said Congresswoman Sylvia R. Garcia (TX-29).

"I am glad that all my amendments and Transportation and Infrastructure Projects were included. Infrastructure investment is critical for communities like mine, and Congress has a duty to deliver the infrastructure of the future for our communities. The infrastructure for the future must be inclusive and repair our roads and bridges and train workers."

Congresswoman Sylvia Garcia's secured infrastructure through the INVEST Act:

The U.S. House Committee on Transportation and Infrastructure (T&I) announced on March 3, 2021, that the Committee would accept requests for Member Designated Projects to be considered for inclusion in the upcoming surface transportation reauthorization legislation under a reformed process that includes new transparency measures.

Congresswoman Garcia's T&I Member Designated Projects included in the INVEST Act:

Project Location: South Houston, Texas 77587

Project Sponsor: City of South Houston

Requested Amount: $1,264,530

  1. Project Name: Foley Street & Navigation Realignment & Infrastructure Re-Use Construction Phase

Project Location: Foley Street & Navigation Boulevard, Houston, TX 77011

Project Sponsor: East End District in partnership with Buffalo Bayou Partnership

Requested Amount: $10,000,000

  1. Project Name: Safe Access to Transit Improvements

Project Location: Various locations in the Greater Northside, Houston, TX

Project Sponsor: Greater Northside Management District

Requested Amount: $1,200,000

Additionally, Congresswoman Garcia's bill H.R. 987 was included as an amendment in the final bill, creating a nationally competitive grant program for eligible higher educational institutions, which provides high-quality training and education for maritime industry job training. It authorizes $200 million for the program, passed the House Floor on June 30, 2021, and was included in the final passage of the INVEST Act on July 1, 2021.

Finally, an amendment co-sponsored by Congresswoman Garcia and other members of the Democratic Women's Caucus leadership was included in the final passage of the INVEST Act, offering provisions to promote a more diverse workforce and more inclusive work sites for infrastructure projects.
